discharge it. like they have done for other bills. they will vote to proceed on the floor a vote on final passage. once the budget has been amended , house and senate democrats will use the same process on a short and simple bill to actually raise the debt limit. this won't be a multiweek process. probably another week of the senate's time or little more. they don't want to have to wait on their reckless taxing and spending spree. i understand our colleagues may feel inconvenienced by this. i understand this made slightly delay their partisan bill. that is a complaint, not an excuse. we have a unified democratic

government that has decided to govern alone. they cannot put partisan ambitions ahead of basic duties. the party line authors of this reckless spending spree will be the partyline authors of raising the debt limit. >> following his remarks, chuck schumer joined house speaker nancy pelosi at her capitol hill weekly news conference. he announced to the senate, house, and white house had reached a deal on a framework to pay for the $3.5 trillion reconciliation budget package. treasury secretary janet yellen also joined the democratic leaders. this is 25 minutes. >> good morning, everyone. we welcome our newcomers here, some of us regulars.

i will answer questions you may have, but first i want to acknowledge the special guest we have. as you know, we are moving toward closing discussions we have had on the legislation to honor the president of the united states vision for our country. to build back better. you probably have an announcement or shortly will that the budget committee is going to be marking up the bill to that and, a very important part of all of this is how we want to build back better in a way that is physically sound. this morning -- fiscally sound. it was a great honor for me to welcome the secretary of the treasury, a person i have long

admired and to have the benefit of her wisdom and judgment in the discussions that we had and leadership are and i -- leader schumer and i. >> first i would note before, just telling you exactly what happened that brooklyn is two thirds of this party. >> the secretary has connections in california. >>mm hmm. i have a brief sentence. that is that the white house, the house and the senate have reached agreement on a framework that will pay for any final negotiated agreement. the revenue side of this, we have decided.

an agreement of a framework. >> [indiscernible] >> that means we are proceeding. we made great progress and we are proceeding. we went further. there were some specifics. we are in a situation, there are so make good provisions, what is proof -- affordable and what gets the best results as soon as possible. we made great progress this morning because it is in the writing. you hear me talk about one thing or another, we are writing legislation. when you are writing legislation , you have to be specific. this took us a long way to a framework. again, we socialize what we are

doing. and see what works better and what our actual needs will be. we will get more estimates as to how much money comes in on certain things. we know that we can cover the proposals the president has put forth to build back better. his vision for our country, well beyond the best budget, bipartisan infrastructure remark. i am excited about this. it is all good. we had appropriations as the lamb eat lamb. we passed legislation to keep government open, and raise the debt ceiling to remove -- so the full credit of the united states is not credit -- in question as the constitution says. congress is taken up a tradition

of having to vote on that. there is some doubt as to whether that should be the case, in the here and now we put forth a proposal. the senate -- house republicans voted against keeping -- government open. which we need to do by september 30 and voted against honoring the full faith and credit of the united states of america. it is quite appalling. when republican presidents were there, we always had bipartisan support for that. we sent that bill to the senate, depending on what happens there, we will keep government open i september 30 and continue the conversation about the debt ceiling. but not for long. any discussion, when that happened before, when that republicans threatened to not support the full faith and cried when obama was president, the doubt that they can lower our credit rating is not good for

our family -- our country, our families and the global economy. whatever it is, we will have both houses by september 30. we are pleased that in that same legislation, which the republicans rejected, we had our assistance for national disasters, setting some of their own regions, which they voted against. again, necessary to immediately meet the needs of the american people in times of disaster as well as the legislation -- appropriations for afghan evacuees to further welcome them to our country come up meet their needs and do so in a timely fashion. we have gotten such tremendous response from areas affected by hurricane ida, which is the focus of this legislation, to say ida struck, and you already

are putting forth funding to make our communities come as close to whole as possible. very grateful. when we talk about the debt ceiling, we are not talking about future spending. this is to pay incurred cost. last her, democrats and republicans together incurred costs for covid that need to be paid for. this is a credit card bill that we owe under pres. trump. only 3% of the debt -- have occurred under the biden administration. this is largely under the trump administration. again, democrat and republican president, we need to lift the debt ceiling. when trump was president, he increased the debt by $7.8 trillion. we take participation in the

covid expenses but not the tax scammed the added these $2 trillion to the national debt. we worked and bipartisan way, it has always been bipartisan, that is how we want to keep it. it cost 6 million jobs, wiped out $15 trillion in household wealth. you will be doubling the unemployment rate. increased borrowing costs for all americans. it would be a catastrophe. don't take it for may. -- don't take it from me. mitch mcconnell said the following during the trump years. he said that not supporting a debt limit suspension ensures that congress will not throw this kind of unnecessary wrench into the gear of our job working economy. when trump was in, he did not want to throw an unnecessary

wrench into the gear of our job growth. today he is threatening to do just that. we are to stop holding the debt and the economy hostage. again, on the floor we are doing ndaa, arming our service members, upholding our values. today we will have legislation on the security interests, playing additional funding for the defensive system, part of the memorandum of understanding negotiated in 2016. it will strengthen that support. we stand united on a bipartisan, bicameral basis on security. we pray for every innocent life that is lost in the conflict on any side of these.

tomorrow, led by congresswoman chu, we are passing the women's health protection act. a very exciting day for some of us in the congress of the united states. we have long been supporters of rob -- roe v. wade, we have not been able to codify it because we've never had a democratic pro-choice geordie with a democratic president. and now we do. every woman everywhere has a constitutional right to basic reproductive health, yet for years that has been questioned by some. you know about the texas law and the rest of that, i do not have to go into the reason why we have to do this. the texas law goes beyond discussion of the women's right to choose, it is about bounty hunters, some that is so un-american. it has about a response. it is unconstitutional and unjust.

yesterday, this is why you are all here today, leader schumer and i met with the president, that build back better legislation. it is so exciting, it is going to do so much for our country. one of the biggest middle-class tax cuts for families ever, creating millions of good paying jobs, unleashing the full power of women in the workplace, when women succeed, america succeeds. if you are a woman in the workplace, this bill is for you. child care, child tax credit to help pay the bills. universal pre-k. home health care. not necessarily for a child, could be for a person for disabilities or a senior in the

home who needs personal attention. family and medical leave, paid family and medical leave. unleashing the power of women in the workplace in a way that has never been done before in our country. it is historic, it is transformative. when covid struck come up more than 4 million women had to withdraw from the workplace, because they did not have childcare or could not afford childcare or had to stay home. some dads, too. it is not just about woman -- women, but overwhelmingly, it is. it is addressing some of that. we knew this problem existed. covid made it more apparent, hence we will be going down a path that enables women to do what they are doing.

at work, they can give their full attention without worrying, we always think of our families and our children, but worrying minute by minute as to whether the children are safely cared for. what i am excited about in the bill that is coming up to, is what it does for the environment. this is transformational. i use that word, the president has established some goals for protecting the environment, saving the planet. this legislation does just that, in a way, we were honored by the secretary of the treasury and leader of the senate earlier, that is paid for. it is exciting. we have plans that are not punitive, we do not resent anyone their success or achievement. we do want everyone to pay their fair share, and in doing so help

build our economy better with women in the workplace. that is exciting for us. yesterday, i had the privilege of welcoming to heads of state, boris johnson, prime minister johnson, and then later in the day, prime ministers scott morrison of australia. they were so exuberant about the urgency of addressing the climate issues. we thanked the prime minister of u.k. for hosting. i had the privilege of doing that at 10 downing over the weekend when i was at the g-7 heads of parliament, to see what was happening there in preparation for the top 26.

then he made a presentation to our bipartisan leadership of his strongly talking about what the u.k. was doing in terms of climate. the prime minister of australia come morrison, he was saying we are not only addressing the pairs of boards -- the paris accords. they are leading the way. that is what we have to do. it is our mission responsibility and natural responsibility to other countries. we will leave top 26 having fulfilled our obligations to the paris accords and to go further. clean air, clean water, it is an issue for our country, green technology, being preeminent in the world on those. it is a security issue, security experts tell us that migration,

rising sea levels, general management of the planet, drying up of rivers, the list goes on. you know what they are. because for competition and conflict over habitats and resources is a security issue. health, jobs, security, and the moral issue, if you believe as i do that this is god's creation and we have a moral obligation to be good stewards. even if you do not share that view, we agree we have the responsibility to our children, grandchildren, future generations to handle the planet in a responsible way. a lot going on, from a woman's right to choose to preserving the planet. central focus now on getting the job done. the president has given us a path for a better future for our country. a fairness and justice, whether

it is economic or environmental justice, or whatever. i am so proud of our members, working it, writing the bills, having their own discussions. the president put us on a course, we intend to stay the course and pass both of these bills as soon as possible. any questions? i probably should reward people who come here. reporter: if you could elaborate on what senator schumer just said? [indiscernible] >> what we said was the house, the senate and the white house came to an agreement on how we

can go forward in a way to pay for this. i do not know how you define some of the terms used loosely there about overwhelmingly, dam coalition, have been strong on child -- child text right, extending the affordable subsidies and the rest. the list goes on. we have consensus, overwhelmingly, maybe 10 to 1, 20 to 1, 20 21 in our caucus as to these priorities -- 10 to one , 20 21 in our caucus as to these priorities. i have disagreement with some that don't think we should do

that. we came to terms as to a freemark, an array of agreements , depending on what the need is. at the same time, we are finalizing on the outlays side. if we need more or less, that will impact that. this was great progress. it is just writing bills, it takes time. you have to make decisions, and that is what we did. this is about what is in the bill. for children, what is in the bill? universal pre-k, childcare, child tax credit, family medical leave for their families. protecting the planet for them. it is about specific legislation, how much does that cost? how do we pay for it? that is the climate issue.

the climate issue in terms of using the tax code to stimulate the business aspects of this to meet the emissions goals. that is part of how we make some decisions, does this use of the tax cuts help meet the president's missions goals as we have as a nation. it is not about the price tag, it is about value, not dollars. we come to agreement on what people are for or what they would cut, what would you cut? our goal is to have a specific priority, clearly presented come up with as close as possible results as possible. i'm very proud of the work of our members on that. reporter: you had the treasury

secretary here, you been talking about the debt ceiling, you expressed concern. it seems like every time we get close to the debt ceiling we get these horror stories. [indiscernible] >> again, public sentiment is everything. republicans today, yesterday, they butted to shut down government and not honor the full faith and credit of the united states of america. shutting down government at the same time as rejecting assistance for their own constituents who were affected by hurricane ida. we will keep government open. we will have the votes to do that. we will go to the senate again.

but, under full faith and credit is a full national debate. why should it be that we as democrats always come to the rescue with a republican president. we are not coming to the rescue of the president, but of the economy. of families, the interest rate they pay on loans and job security and the rest of that. that is the debate we have to have. we must succeed. again, hopefully, with your messaging this, you will get a lot of people writing in and saying [laughter] let's not reneged on the national debt. the former president was famous for not paying his bills. they want to do that again. we cannot let them do that and jeopardize our economy. reporter: how do you guarantee there will not be a shutdown?

especially if republicans and up blocking the bill in its current form. >> we put this together in a bipartisan way. when we added the debt ceiling is when they said -- our chairwoman, we have a certain culture of bipartisanship or finding solutions there. it is a very bipartisan bill underneath the debt ceiling. we do not think it will be any problem to pass the legislation. reporter: with the announcement of this framework, are you confident you have the support within your on party debt move that forward on monday. >> we take it one day at a time, i'm confident we will pass both bills. reporter: the archdiocese of san

francisco warns that the bill is nothing more than a child sacrifice and he calls on catholics too fast and [indiscernible] >> i am catholic, i come from a pro-life family. not active in that regard. different in their view of a woman's right to choose than i am. in my right to choose, i have five children in six years and one week. people say things like that when you have five children and six years and one day come up can talk about what business it is of any of us to tell anyone else to do. ross, it was at complete and total blessing which we enjoy every day of our lives. but is not none of our business how other people choose to decide the timing of their families. the archbishop of that area of san francisco and i have a disagreement about who should decide this. i believe that god has given us

free will to honor our responsibilities. reporter: are you saying with this new framework that the bill will not be $3.5 trillion? are you guaranteeing that the bill will be done on monday? >> i'm not saying that. i am saying we are agreeing on legislation moving forward, i did not say what the price tag, we are talking about the values contained herein. we are for the $3.5 trillion that is the number that the president and the senate set -- sent us. now we move to the next step. we are in a good place. i feel very calm about this. it always happens the same way. all this bluster, this, that, at the end of the day, we will be unified for the american people. we could not be better led them by joe biden and his vision for

america's working families, so that we have fairness and our economy and justice in our environment as well as our economy and every other way. and that we open the door for women to succeed in the workplace. one day at a time. thank you all very much. >> house minority leader kevin mccarthy responded to speaker pelosi's call to republicans to support a debt ceiling increase. democrats already have a mechanism in place to pass a debt limit increase by senate majority -- simple majority without republican support.
